In a third memo regarding the Biden family’s international business dealings, the head of the House Oversight Committee, Rep. James Comer, R-Kentucky, produced bank records that allegedly showed Hunter Biden along with his business partners obtained millions in payments from Russian and Kazakhstani oligarchs while his dad, Joe Biden was vice president.
According to the 19-page memo, which includes screenshots of redacted bank records, payments totaling millions of dollars came directly from Kazakhstani oligarch Kenes Rakishev, the Russian oligarch Yelena Baturina, and the Ukrainian energy enterprise, Burisma Holdings. The memo also claims that Joe Biden had dinners with Baturina, Rakishev, and a Burisma representative while he was vice president under Barack Obama’s time in office.
“Then-Vice President Biden met—in person, for significant periods of time—with those individuals or their representatives,” according to the memo. “Then-Vice President Biden joined approximately 20 phone calls on speakerphone with Hunter Biden’s foreign business associates and attended dinners with foreign oligarchs who paid huge sums of money to Hunter Biden. Joe Biden, ‘the brand,’ was the only product the Bidens sold.”
The “Third Bank Records Memorandum” comes after two earlier memoranda that connected payments made to Romanian and Chinese organizations with members of the Biden family. According to the committee, the Biden family has already received over $20 million in payments from foreign sources.
Comer stated in a press release revealing the memo today, “During Joe Biden’s vice presidency, Hunter Biden sold him as ‘the brand’ to reap millions from oligarchs in Kazakhstan, Russia, and Ukraine.”
The third bank memo explicitly concerns three of the numerous companies formed by Hunter Biden: Rosemont Seneca Partners, LLC; Rosemont Seneca Thornton, LLC; and Rosemont Seneca Bohai, LLC. This memo was born out of subpoenas to multiple banks that did not involve anyone in the Biden family.
On February 14, 2014, Baturina, the widow of one-time Moscow Mayor Luzhkov, sent $3.5 million through wire transfer to Rosemont Seneca Thornton, according to images of bank documents obtained by the committee.
Then, in accordance with Archer’s testimony before Congress last week, a total of $2,752,711 was shifted to Rosemont Seneca Bohai, that Hunter jointly owned with Archer.

According to the letter, Biden dined at Café Milano in Washington, D.C., with Baturina, Hunter, and other people in the early months of 2014. Former Kazakhstani prime minister Karim Massimov, oligarch Kenes Rakishev, and “possibly” Luzhkov, according to Archer’s testimony before a House committee last week, were also present.
Massimov was given an 18-year prison term earlier this year following his alleged involvement in a coup attempt.
Fox News earlier claimed that Biden was at another dinner at Café Milano on April 16, 2015, which was attended by Baturina, Luzhkov, Hunter, Archer, and Vadym Pozharskyi, a manager at Burisma Holdings.
According to Fox, “The memo Wednesday says the records provided show that on April 22, 2014, Rakishev, whose father-in-law was the mayor of the capital city of Astana at the time, used his Singaporean entity, Novatus Holdings, to wire $142,300 to the same Rosemont Seneca Bohai bank account, and that the next day, the exact same amount was wired out to a car dealership in New Jersey for a Fisker sports car for Hunter.”
The memo also showed that payments from Burisma for both Hunter and Archer were wired to Rosemont Seneca Bohai.
According to the bank records, Hunter and Archer each received 83,333.33 per month from Burisma, totaling $3,321,379.49 from 2014 to 2015.
“It appears no real services were provided other than access to the Biden network, including Joe Biden himself. And Hunter Biden seems to have delivered. This is made clear by meals at Café Milano where then-Vice President Joe Biden dined with oligarchs from around the world who had sent money to his son,” Comer stated today.
Whether Biden deliberately let his son market his “brand” internationally will be determined by witness testimony, according to Comer.
According to a representative of the Democrat staff on the committee, the third document is “empty” and doesn’t show Joe Biden did anything wrong, but of course we expect those in his own party to lie and do whatever it takes to cover up his corruption.
The Democrat representative stated “James Comer has said over and over that this is an investigation of Joe Biden. Yet, none of the bank records he has released show any payments to Joe Biden. None of the SARs he reviewed alleged, or even suggested, any potential misconduct by President Biden, nor did they show President Biden’s involvement in Hunter Biden’s financial or business relationships.”
The House Oversight Committee put out key parts of Archer’s testimony:
- Devon Archer testified that the value of adding Hunter Biden to Burisma’s board was “the brand” and confirmed that then-Vice President Joe Biden was “the brand.”
- Archer admitted that “Burisma would have gone out of business if ‘the brand’ had not been attached to it.” He believed that Hunter Biden being on the board and the Biden brand contributed to Burisma’s longevity. People would have been intimidated to mess with Burisma legally because of the Biden brand.
